In fact, as much consideration, if not more, should be given to usability when designing a web application. It is essential that users can complete their tasks quickly and easily, and web application design should focus on helping users achieve their goals in the same way as website design (although the goals, of course, will be different). A consistent, attractive front end will provide your users with a much more enjoyable experience.
